    The Importance of Audit in Contractor Payments: Insights from Ghana’s Finance Minister

    The Minister of Finance, Dr. Cassiel Ato Forson, has made a significant announcement regarding the management of government payments to contractors. He has emphasized that before any contractor receives payment, a thorough audit must be conducted by the Office of the Auditor-General.

    During a recent meeting with Chief Directors and senior officials from various Ministries, Departments, and Agencies, the Minister explained the current financial landscape. He revealed that the government is presently burdened with over GH¢67 billion in arrears owed to contractors across 23 ministries.

    Commitment to Transparency and Accountability

    Dr. Forson underscored the critical importance of transparency and accountability in handling government arrears. Highlighting his dedication to ethical financial management, he stated, “As I pledged to Parliament, no payment will be made until a full audit is completed.” This commitment aims to ensure that every financial transaction is closely monitored and justified.

    To facilitate this process, he has instructed all Chief Directors to collaborate closely with the Auditor-General. “The Auditor-General has been given ample time to complete this process. During this period, I request full cooperation and complete disclosure. Nothing must be withheld. Not a single pesewa will be paid without the Auditor-General’s explicit endorsement,” he added.

    Verification of Valid Claims

    In addition to overseeing payment audits, the Auditor-General has also been tasked with verifying which claims have valid commencement warrants. This step is crucial for ensuring that only legitimate claims are paid. Dr. Ato Forson reiterated, “I have not paid a single contractor, and I do not intend to do so until the audit is concluded.”

    This diligent approach reflects the government’s commitment to managing public funds with integrity and discipline. “We owe it to the people of Ghana to manage public funds with the highest level of integrity and discipline,” he emphasized, reinforcing the need for clarity and responsible financial decision-making.
